		<description>The nats have always had a discontinuity between their urban/business supporters and their rural supporters. Goes all the way back to the &lt;a href=&#039;http://en.wikipedia.org/wiki/New_Zealand_National_Party#Formation&#039; rel=&quot;nofollow&quot;&gt;formation&lt;/a&gt; of the party.

Usually doesn&#039;t show much, as a lot of the interests are similar. I suspect that in this case, the structural crack is showing.

I haven&#039;t read a lot on this fund yet. But what I have seen looks good for getting the right approach between carte blanche funding and having funding caught in the political cycle. Looks like a structure that allows longer term research plans.

We certainly needed more funding there. We&#039;ve effectively been mining the research from prior to the 80&#039;s.</description>
